Oregon Health Authority (OHA) is home to most of the state's publicly supported health programs including Residential and Extended Care Management Team (ECMU), which collaborates with the Oregon State Hospital (OSH) to eliminate systemic barriers and challenges, increasing timely discharges of patients. ECMU leads and monitors the discharge planning between social workers, treatment providers, and other internal and external partners. This assertive multi-agency strategy aims to create bed capacity through addressing and monitoring the utilization of effective and appropriate level of care treatment within the mental health residential system.
